Judging Criteria and Winner Selection

Judging will be done mechanically, no LLM. Score is computed deterministically against the ground truth. Timeline steps are credited only when you cite the exact entailing clue set - no guessing.

Timeline credit rule: A step is credit only if the agent cites exactly the required clue set - all required clues cited, no extras. This blocks citing random evidence to fish for partial credit. THe efficiency bonus can only break ties, never overcome a wrong verdict. 

The Spook: Each seed has a ticking threat - an event that fires whe you dawdle. It may burn an evidence item or make a witness flee. The optimal path always beats it. A disorganized agent won't.
